Securities professionals have a lot of catch phrases. What is Microcap Fraud?

All of a sudden, we don't have anymore good old securities fraud cases anymore, they all seem to concern microcap fraud. I think that what the press is refering to is publically traded stocks with small capitalizations. On the other hand, the phrase seems to have taken on a life of its own and now is used for anything from soup to nuts. Where do these guys come up with this stuff?
